TŪPUNA MAUNGA INTEGRATED MANAGEMENT PLAN

Prior to the return of the fourteen Maunga to Mana Whenua and the formation of the Tūpuna Maunga Authority in 2014, each Maunga was managed according to a separate reserve management plan developed by various former legacy councils. In some cases, the plans were unchanged since initial drafting as far back as the early 1980s.

One of the first orders of business for the Tūpuna Maunga Authority was the development of one overarching plan to ensure the management of these treasured places was consistent, equal and with Mana Whenua values at the fore.

The Plan also fulfilled the Authority's statutory purpose as noted in the Ngā Mana Whenua o Tāmaki Makaurau Collective Redress Act 2014; that in exercising its powers and carrying out its functions, the Authority must have regard to the spiritual, ancestral, cultural, customary, and historical significance of the Maunga to Ngā Mana Whenua o Tāmaki Makaurau.

In 2016, following an Auckland-wide public engagement, submission and hearing process, the Tūpuna Maunga Integrated Management Plan was adopted.

In 2022 the Authority notified an amendment to the Integrated Management Plan.  A copy of the written submissions received and accepted (with personal details of submitters redacted) is available below.  At Hui 80 (11 November 2022), following the consideration of all submissions received to the proposed amendment and the material presented at public hearings, the Authority unanimously adopted the Integrated Management Plan amendment with additions in response to the consultation feedback.

TŪPUNA MAUNGA INTEGRATED MANAGEMENT PLAN STRATEGIES

The Strategies are the next level of substantive policy development for the Tūpuna Maunga and give effect to the Values and Pathways in the Tūpuna Maunga Integrated Management Plan.

The Tūpuna Maunga Authority welcomed public feedback on the Proposed Strategies, which were available online and in hardcopy at local libraries and Auckland Council Service Centres, from 6 July to 16 August 2019.

TŪPUNA MAUNGA AUTHORITY OPERATION PLAN 2025 / 2026

The Tūpuna Maunga Authority Operational Plan 2025 / 2026 sets out the Authority’s expectations for the management of the Tūpuna Maunga of Tāmaki Makaurau / Auckland and associated projects and programmes during the financial year 1 July 2025 to 30 June 2026 and includes the 10-year budget 2024-2034. 

Public consultation on the Draft Tūpuna Maunga Authority Operational Plan 2025 / 2026 took place from 28 February to 28 March 2025, alongside the Auckland Council's annual budget consultation process. The documents were available at libraries and service centres, and were available online during the consultation period. 

The plan and its summary were adopted by the Tūpuna Maunga Authority at Hui 99 on 26 May 2025 and adopted by Auckland Council on 28 May 2025.

INDIVIDUAL MAUNGA PLANS

At Hui 85 (10 July 2023) the Tūpuna Maunga Authority adopted its first tranche of three Individual Tūpuna Maunga Plans for:

  • Maungarei/ Mount Wellington
  • Ōhuiarangi/ Pigeon Mountain
  • Matukutūruru / Wiri Mountain

Further tranches will be drafted in the future and made available for public comment once complete.

The Individual Tūpuna Maunga Plans are living documents that may be reviewed and amended at any time.
